Kaiser was a bit of a mystery at first. He was turned into a shelter w/ the simple statement: " I'm moving and can't take him w/ me ". That could mean anything - a fence jumper, a biter, a barker, etc. - something "inconvenient" that needs work from the owner. (more . . .)
